The flag of Russia is a horizontal tricolor of white, blue, and red, first used by Tsar Peter the Great in the late seventeenth century and officially adopted as the national flag in 1696. Peter was inspired by the Dutch tricolor after his famous visit to the Netherlands to study shipbuilding, and the Russian flag has been linked to the Dutch design ever since. White is said to represent nobility and frankness, blue faithfulness and honesty, and red courage, generosity, and love. The flag was replaced by the Soviet red banner in 1917 and restored in 1991 after the dissolution of the USSR. Russia's tricolor has thus served as the flag of tsars and the flag of the post-Soviet federation—a design that has bookended the entire Soviet experiment, enduring through revolution, empire, and reinvention.
